Intel P35 having problems with older processors?

OCWorkBench claims Intel's P35 chipset has problems with old LGA775 Pentium 4 processors:
In our test with a Netburst based P4 560 with one of the P35 chipset boards paired with a 800W PSU and various cards like 2600XT, 7900GT etc, the system installs the OS with no issues. Settings are put to Normal. With the P4 560 3.6G, the system cannot even BOOT up at all.

We made a query with some of the board makers, they said that most will not modify the circuitry to support the older P4 processors.
