NVIDIA GeForce 196.21 WHQL driver bug prevents overclocking

Expreview spotted NVIDIA's latest GeForce 196.21 WHQL drivers break overclocking support in several popular tools. There's no need to worry though, it's not an evil scheme to prevent people from overclocking their graphics cards, the company already stated that it's a software bug that will be fixed in the next driver.

Overclocking still works in MSI AfterBurner, and EVGA found a workaround for their Precision tool.
