EE Times writes Intel is considering to build a new wafer fab in Kiryat Gat, Israel. The chip giant is currently in negotiations with the Israeli government to get subsidies:
Intel is asking for $400 million out of an expected $2.7 billion cost of building and equipping its second fab in the southern Israel location, the report said. However, the Ministry of Industry, Trade and Labor is reportedly offering only between $200 million and $250 million.

Reportedly the Israeli government is offering Intel a "two-for-one" deal whereby Intel would undertake to build a second facility in northern Israel.
