NVIDIA GeForce GTX 2080 reference card reportedly has two fans

Word is going around that NVIDIA's GeForce GTX 2080 Founders Edition has a dual-fan design. VideoCardz speculates this rumor is unlikely to be true, as it would imply that NVIDIA would compete even more with its own board partners. Then again, perhaps that is NVIDIA's intention? Larger margins for NVIDIA and greater control over the market. The company already tried the latter via GPP, but that didn't work out as planned.
This sounds crazy and it’s probably not true, but let’s just say it is. That would mean two things: it would likely not be a blower-type design and more importantly, that NVIDIA would be competing with their own board partners with an open-air cooling solution. In other words, the difference between reference design and custom design would be less significant. Which makes this rumor even less likely to be true.
On a related note, there's also a statement from a GALAX representative. At ChinaJoy, GALAX revealed that the next-gen GeForce cards will arrive in September and that these will offer "breakthrough performance" and ray-tracing support. Here's the machine-translated statement:
