This news floated around last month but now there's official confirmation from AMD that the company has indeed pulled the plug on 32-bit driver development. Overall, the implications are limited. Is anyone still playing modern games on a 32-bit system in 2018?

NVIDIA dropped 32-bit support in December 2017 and we didn't hear many complaints from that move.

Radeon Software Adrenalin 18.9.3 WHQL is the last 32-bit release.
