Palit GeForce GTX 1060 with GDDR5X clocked at just 8.8GHz - What's going on here?

Another GeForce GTX 1060 with GDDR5X has been spotted and this one is making us wonder why NVIDIA is launching this new SKU. Previously, it was assumed that the GTX 1060 with GDDR5X would be a faster variant to combat AMD's upcoming Radeon RX 590, but now it seems this may not be the case.

On Palit's website, we can find the GeForce GTX 1060 GamingPro OC+ and the manufacturer was kind enough to list most of the specifications. This model has 1280 CUDA cores, a 1531MHz base clock, a 1746MHz Boost clock, and 120W TDP. It has a 192-bit memory bus paired with 6GB GDDR5X memory clocked at 8800MHz. This results in memory bandwidth of 211GB/s.

That doesn't seem to make a lot of sense, as there was already a GeForce GTX 1060 with 9GHz GDDR5 capable of delivering a memory bandwidth of 216GB/s. One possible explanation here is that this part is aimed at clearing inventory of sub-par (aka cut-down) GP104 GPUs and GDDR5X memory chips that aren't capable of hitting higher clockspeeds.
