AMD Zen 3 design offering over 10 percent IPC uplift?

A rumor is spreading that AMD's Zen 3 design will offer a bigger IPC increase than expected. A ChipHell forum user that previously leaked reliable information about Zen 2 now claims that Zen 3 will offer 1x percent higher IPC than Zen 2. He also notes that early engineering samples are achieving 100MHz to 200MHz higher frequencies than Zen 2, and that Zen 3 will not support AVX-512.
He also confirmed information that is currently doing the rounds on ChipHell.com from a forum member ‘Zoo’. Zoo claims that the early Engineering Sample Zen 3 silicon is hitting 100 to 200MHz higher than what Zen 2 was capable of. This is very interesting, as obviously early Engineering Sample silicon isn’t exactly the best performing chips, and thus there’s possibly a hope we can see more than this in final retail chips.
AMD's 7nm Zen 3 architecture is expected to hit the market next year. Overall these rumors are very promising, such a big increase in IPC coupled with higher clockspeeds should result in significantly higher performance.
