Intel Willow Cove 25% and Golden Cove 50% higher IPC than Skylake?

Take it with a grain of salt, but WCCF Tech came across rumors of the IPC improvement of Intel's next generations. The company's 10nm disaster resulted in many years of minor improvements of the Skylake architecture and allowed AMD to catch up and surpass Intel with its Zen architecture. For the upcoming 10nm Willow Cove cores, Intel is reportedly shooting for a 25 percent increase in IPC versus Skylake. The future Golden Cove is reportedly designed with a 50% increase in IPC in mind, and the 7nm Ocean Cove's design target is to offer a 80 percent IPC uplift over Skylake. It will be interesting to see if this comes true.
The rumor doesn't actually come from MebiuW but from a Weibo user in China who has seemingly hinted at the IPC gains of Intel's next-generation cores. We know that after Skylake, Intel's roadmap includes three major core updates. These include Sunny Cove which is featured on Ice Lake CPUs, Willow Cove which will be featured on the upcoming Tiger Lake CPUs & lastly, we have the Golden Cove cores which will be featured on Alder Lake CPUs. There's also the post-core-architecture CPUs that will feature the Ocean Cove cores and are due for 2022-2023.
