Windows 11 to be a free upgrade for Windows 7 users?

XDA Developers reports the leaked Windows 11 build contains some clues that hint at this being a free upgrade, even for older versions of Windows. The site says it looks like users of Windows 7 and Windows 8.1 will be able to upgrade to Windows 11 for free when the new operating system from Microsoft hits the market later this year.
As you’ve undoubtedly noticed already, a big Windows 11 build has just leaked onto the internet, and it reveals a lot of details about Microsoft’s upcoming OS. We’ve already grabbed the Windows 11 default wallpapers for you to download and use right now if you’d like. One of the things you may be wondering about is whether you’ll be able to upgrade to Windows 11 for free, and it looks like that may be the case. In fact, evidence suggests that even if you’re still using Windows 7 or Windows 8.1, you’ll still be able to upgrade to Windows 11 for free.
Microsoft will demonstrate Windows 11 on June 24th. The new version of Windows will contain the improvements of "Sun Valley", an internal Microsoft project to reinvigorate the look & feel of Windows. Based on initial reactions to the leaked Windows 11 build, most people are not impressed. Unless significant other changes will be revealed next week, Windows 11 seems more like a new skin for Windows rather than a big overhaul.

At the moment, it's still possible for Windows 7 and 8.1 users to upgrade to Windows 10 via the Media Creation Tool from Microsoft's website.
