Testing
To test the Turbine Master Mach 0.8 I'm going to compare it against the Noctua NF-P12. At default voltage the NF-P12 delivers 54.3CFM at 1300RPM, almost half as much as the Turbine Master Mach 0.8's 35.07CFM, with a noise level of 19.8dBA. I tried comparing the fans using my AR824 sound meter but my equipment can only measure noise levels of over 37.8dBA so I had to rely on more subjective testing.

Both fans are relatively quiet and almost inaudible, but the specifications don't lie and at 12V the Turbine Master Mach 0.8 is definitely quieter than the NF-P12. A major difference though is that the NF-P12 produces a low hum while the Turbine Master has a higher pitched whine, but I could only pick up these noises at close distance to the fan. I then used the NF-P12's L.N.A. (low-noise adapter) to reduce its RPM to 1100RPM and with this adapter I believe the noise level between both fans is quite similar, even though the NF-P12 has a rated noise level of 16.9dBA at 1100RPM, versus the Turbine Master Mach 0.8's 13.83dBA. I think it's the higher-pitched whine of the Turbine Master that makes it more susceptible to my hearing.

In this fight, I'd rate the NF-P12 as the winner because of the higher airflow and higher static pressure than the Turbine Master. In terms of pricing the Turbine Master scores a lot better though, the NF-P12 costs 19.90EUR ($24.90), while the Turbine Master Mach 0.8 goes for around 12EUR.

Conclusion
The Turbine Master Mach 0.8 wasn't as quiet as I hoped but it's still a very good low-noise fan, ideal for situations where you want very low noise and need a little bit of airflow. A positive note about the fan is that the blades can be removed for cleaning, but what put me off about it is the overall flimsy construction quality. With a price tag of around 12EUR, I can recommend this fan if you want a low-noise model.
