One of the most important factors in keeping your CPU cool, is the surface of the heatsink used to cool it. If the mating surface of your CPU cooler is dull, scratched, or not perfectly flat, this can have a very adverse effect on your temps. In most cases, CPU coolers are not always perfectly flat and free of imperfections, so you would need to lap it.
