The game starts out with the option of scenario mode or free mode. The scenario mode has a goal where you must complete the scenario in order to win. Free mode has no ending and no conditions for winning. In fact you cannot win in free mode, you just make a successful city. So in free mode you can choose from four different landscapes. Each has their good and bad qualities. For example the tropical island is beautiful, but also occupied by the military. The river mountain region may attract tourists, but the terrain is difficult to build on and so forth.
