Now that AMD has removed the ACC feature from the CPU that many companies have relied on to unlock the extra cores on these processors, it is up to the motherboard manufactures to use their own brains to come up with a way for consumers to get their 'free CPU upgrade'. Asrock's way of doing this is called UCC. A simple BIOS options implemented into the board the UCC allows the unlock of extra cores when processor is capable.
