Apple prepping iOS-based computer with ARM chip, or a low-cost phone?

Word is going around that Apple is working on a new device codenamed "Star". One of the first models is reportedly internally named N84, and 9 to 5 Mac speculates this could be the first ARM-based Mac, or the first iOS laptop.
There’s not much information on what the device could possibly be, but we do know that it has a touch screen, a sim card slot, GPS, compass, is water resistant and it also runs EFI. EFI (Extensible Firmware Interface) is the boot system used by Macs, which leads us to believe that the Star project could potentially be the first ARM-based Mac, with a ship date as soon as 2020.
Then again, other sources indicate it could be a new, low-cost phone. Would be interesting of it's indeed the former, but a new phone does seem more likely:
