Well you do not need to be a Rocket Scientist to see from this graph that the only increase in cooling performance from spraying this super heatsink is with the fan at a slow speed. As the fan speed and hence air flow increases so the effect of the Matt Black paint goes and as you can see actually reduces the cooling effeciency of the heatsink fins.
