Streamripper 1.63 beta 8

Streamripper records shoutcast-compatible streams. For shoutcast style streams it finds the "meta data" or track separation data, and uses that as a marker for where the track should be separated.

Changelog:
* Add Yoav's patch for parsing bitrates from streaming Apache headers
* Activate capisce's patch for improved silence detection (use --xs2)
* Add missing options, versioning to preferences file
* Console versions (win & unix) send output to stdout instead of stderr
* Console versions (win & unix) now fflush their output
* Fix a bug in beta-5 where multiple tracks with identical cooked metadata were not coalesced into a single track
* Change meaning of -k option. Now is the number of files to leave in incomplete. This makes it easier to rip streams where the first file is known to be complete (#1821814)
* Fix bug which disables options when specified in preference file and in command line
