German computer site ATI Forum claims AMD isn't planning to release the ATI RV790 GPU at CeBIT. Their source claims there's no reason to introduce the RV790 yet and that ATI can still squeeze more performance out of its current cards with driver updates.
However, the site does believe AMD will introduce the RV740 at CeBIT.
