Changelog:
- Perform timeout cleanup work in non-interrupt context (similar to e1000)
- Fix NAPI steady state processing to be similar to the interrupt one
- Synchronize the interface state between user ioctl execution, timeout task
polling routine
- Fix Wake on Lan issue -- receiving wake on lan packet while driver loaded
- Streamline Tx path so that the impact of Rx stress on Tx performance is
minimal
- Enable transmit interrupt delay, and tx int every 16 packets
