- Option to force explicit SSL
Fixed bugs:
- Available bandwidth was not distributed properly if using speedlimits
- possible crash after closing client connections if using SSL
- time based speed limits over midnight did not work properly
- Connection freeze after SSL initialization
- taking server offline and back online did not work properly if used
multiple times in a row
- fix infinite loop if speedlimits are enabled
