Red&Blackness has made a very short review of a ATX Psu Tester :

ATX tester you say? Yeah this little device shows you if your PSU or someones elses is working It's easy just plug it in to the ATX connector from the PSU and if it works a little green led turns on. Can it be easier? Well let's show some pictures of it!
